With debate scheduled to open in the Senate on February 25th for the comprehensive energy legislation, the aftermarket has launched a full court press to defeat a provision that would provide grants to states that scrap vehicles 15 years and older. As a sign that APSA's efforts are bearing fruit, bill sponsors Senator Tom Daschle (D-SD) and Jeff Bingaman (D-NM) have issued a revised version of their legislation which now also includes an option to provide funds for the repair of older vehicles. The revised section further requires that states provide public notification of intent to scrap and permit salvage of valuable parts from vehicles. While the amendments to the scrappage provision are an improvement, AAIA and AWDA are still calling for the elimination of the provision based on opposition to any government sponsored scrappage programs. AAIA further is concerned about a provision added to the bill that would require an increase in the fuel economy requirements to 35 miles per gallon by 2013. Currently the fuel economy average is 27.5 miles per gallon for light duty vehicles and 20.7 miles per gallon for light trucks and sport-utility vehicles. If they have not done so already, AAIA and AWDA members are urged to immediately write to their Senators in opposition to scrappage program, asking that Section 832 (formerly Section 803) be struck from the Daschle/Bingaman energy bill.
